Mary Nichols, CARB, on bills & regulations

Mary Nichols, Chairperson, California Air Resources Board (CARB), spoke at the National Hydrogen Association conference in Sacramento, CA.

I have taken parts of her speech, and her interview with me afer the speech, and broken them up into relevant subjects.

In this video Nichols talks about the bills and regulations that have been and are being passed to regulate emissions and create funds for alternative energies.

Note: Nichols seems proud of the fact that AB118 creates a “fee”, not a “tax”. What is the difference between a fee and a tax? Oh, that’s right. Governor Schwarzenegger can say he didn’t raise taxes.
